the DSM was discontinued and the DSC became available to all ranks of all services for exemplary gallantry at sea in presence of the enemy

Awarded for service between 3rd September 1939 and 2nd September 1945. Awarded to all full time members of the armed forces wherever their service was rendered provided it was of 28 days or more duration. In the Merchant Navy the requirement was that the 28 days should have been served at sea.
