So we look for the literal word move here, or effects that reference their own counters, such as cards that say when this dies, put its counters somewhere else. Ill be weighting towards Commander, because when are you really moving counters around in other Constructed formats

Forget using this guy on anything BUT "Valkyria, Guardian...", as this guy right here makes up for the one weakness she has, without being completely broken
