Whats nice about this connive card is that every card you discard, not just the ones discarded by Toluz, gets stored in exile
You dont need to jam this elemental in every green deck, but it builds up counters and dishes them out pretty effectively
The input is mostly random (you cant often easily control the top of your deck, especially given how Explore only sets your deck for one turn) and the output is also mostly random (the only choice you get to make is to maybe Surveil 1)
An obvious application is relying on his fellow Ninjas, but there are plenty of other ways to enable Satorus card draw ability in Dimir colors and I think that he makes for a pretty interesting value engine that Im looking forward to building around in Commander
